Further steps in the development of the CROQF include the establishment of the Operational Team and the Expert Team in support of the Committee for the development of the CROQF. The processes of referencing and self-certification of the CROQF to the European Qualifications Framework and against the Qualifications Framework of the European Higher Education Area began. In line with the European Commission's recommendations, international and national experts participated in the making of the Referencing Report which was presented in Split in October, 2011.
In April, 2012, the government founded the Committee for the development of Croatian Qualifications Draft Act and other legal provisions which define the further development and implementation of the Croatian Qualifications Framework. Numerous promotional workshops were organized with the view of including as larger number of stakeholders as possible since they are crucial for the proper implementation of the CROQF. In this way, during June and July, 2012, a series of Round tables on the Croatian Qualifications Framework Draft Act were organized. Having in mind the social importance of the CROQF, the round tables were organized with the purpose of improving the partnerships, through consultative cooperation, with the key stakeholders: representatives of unions, academic community, educational institutions and employers. Following a public debate, the CROQF Act was adopted in February 2013.
